The amendment to Finland’s Alcohol Act came into force on 3 July 2026. It allows alcoholic beverages to be delivered directly to customers’ homes. Every driver who hands over alcohol to a customer must hold an Alcohol Delivery Pass, which is obtained by passing a supervised exam.
Businesses can apply for an alcohol delivery permit from 3 November 2026, and the first deliveries can begin on 3 January 2027.

What Is an Alcohol Delivery Pass?
The Alcohol Delivery Pass is a qualification required under Finnish alcohol legislation for anyone who hands over alcoholic beverages to customers as part of a home delivery or other delivery service. It is a personal qualification, similar to the Alcohol Serving Passport used in the restaurant industry.
The pass demonstrates that you understand the rules governing alcohol deliveries, including age restrictions, identity verification, permitted delivery times and locations where alcohol deliveries are prohibited.
An Alcohol Delivery Pass and an alcohol delivery permit are two different things. The delivery permit authorises a business to deliver alcohol, while the Alcohol Delivery Passport is a personal qualification required by the driver.

- When working for a business applying for an alcohol delivery permit and preparing its drivers for the new requirements

How Does the Exam Work?
The exam takes place online at your scheduled time, with a supervisor monitoring the session via a Zoom video connection. The session is not recorded.
The exam consists of at least 20 true/false and multiple-choice questions. To pass, you must answer at least 80% of the questions correctly.
How Long Does the Exam Take?
You have 30 minutes to complete the test. Allow one hour in total, as your identity will be checked at the start.
What do I need for the test?
A phone or computer with a camera and an internet connection, photo ID, and online banking credentials for electronic identification.
Is the training compulsory?
No. You can take the test without completing the training, but the training materials will help you prepare and improve your chances of passing.
Can I take the test in English or Swedish?
Yes. The test and training are available in Finnish, Swedish and English. The official certificate is issued in Finnish or Swedish.
What if I do not pass the test?
You can book another test. Each new attempt requires a new purchase.
Who organises the test?
The test is organised and the pass issued by Traffica Oy, a subsidiary of CAP-Group, using the template provided by Lupa- ja valvontavirasto (LVV).
What is the difference between a delivery passport and a delivery licence?
A delivery licence authorises a company to deliver alcohol to customers. A delivery passport is the driver’s personal qualification.
