From 3 January 2027, alcohol can be delivered to customers’ homes in Finland. Every person who hands over alcoholic drinks to a customer must have a delivery pass (in Finnish: toimituspassi). You get the pass by passing a supervised exam. Training before the exam is optional, and the exam is available in English, Finnish and Swedish.
This guide explains what the pass is, who needs it, how to get it and what rules apply on the job.
What is the alcohol delivery pass?
The delivery pass is a certificate that shows you know the rules for delivering alcohol in Finland. It became part of the Finnish Alcohol Act when the law changed in July 2026.
- Finnish name: toimituspassi
- Required for: delivering alcoholic drinks over 2.8% to customers
- How you get it: pass a supervised delivery pass exam
- Valid: indefinitely, no renewal needed
- Issued by: an educational institution or training provider authorised to organise the exam
The delivery pass is not the same as the alcohol pass (anniskelupassi) for restaurant workers. If you deliver alcohol, you need the delivery pass.
Who needs the alcohol delivery pass?
You need a delivery pass if you hand over alcoholic drinks to a customer for a company that has a delivery licence. This typically means:
- food and grocery delivery couriers
- parcel and home delivery drivers
- shop, kiosk and restaurant staff who deliver orders
- drivers working for subcontractors of delivery companies
The company also needs its own delivery licence from Lupa- ja valvontavirasto (LVV), the Finnish licensing and supervisory authority. Companies can apply for the licence from November 2026.
How do I get the alcohol delivery pass?
- Choose an authorised exam provider. Only providers authorised to organise the exam can issue the certificate.
- Study the rules. Preparatory training is optional, but it helps you pass the exam the first time.
- Take the supervised exam. The exam can be taken remotely, but it must be supervised. An unsupervised online test is not valid.
- Get your certificate. When you pass, you receive the official delivery pass certificate.
The exam has at least 20 questions. To pass, you need at least 80% of the maximum points. The questions cover at least the places where delivery is not allowed, the checks the courier is responsible for and the delivery hours.
Rules you must follow when delivering alcohol
Delivery hours. Alcohol can be handed over to the customer only between 9:00 and 21:00.
Check the age. Always check the recipient’s age from an official ID. The age limit is 18 years, and 20 years for strong drinks over 22% alcohol.
Hand it over personally. You must give the drinks to the recipient yourself. You cannot leave alcohol at the door.
Refuse when the law says so. Do not hand over alcohol if the recipient is under age, cannot show ID or is clearly intoxicated. In these cases the drinks go back to the seller.
You are protected when you refuse. Your employer or the delivery company cannot punish you for a refusal that follows the law.
Where alcohol cannot be delivered
Alcohol cannot be delivered to:
- daycare centres, schools and educational institutions
- healthcare units and substance abuse treatment units
- child welfare residential units
- public playgrounds
- restaurants, cafés and other places that serve food or drinks to the public
- approved serving areas while serving is going on, such as meeting or event venues
- public events
- public places where the police have banned drinking alcohol
What the delivery company must do
A delivery pass alone is not enough. The company that holds the delivery licence must also:
- check that every courier has a valid delivery pass
- give each new courier an induction to the job and keep a record of it
- keep records of staff training and competence
- keep its self-monitoring plan up to date
- report the total number of deliveries to LVV each year by 31 January, including deliveries that could not be handed over
There is no national register of delivery passes. The company can verify a pass only with the provider that issued it.
